Not all pianos are tunable. In fact, the older the piano along with the length of time it's been since it's last tuning contributes heavily to how tunable your piano is. It is vitally important to realize that this does not necessarily cancel the tuning! 99% of the time, a piano tuner will still work on the piano and that's because, even if it isn't a tunable piano, bringing it to the best sound possible is the only way to get certain diagnosis'.
